Implementation of RIPE Policy Proposal 2007-01 Phase 2: Existing Assignments

In October 2008, the RIPE community accepted RIPE Policy Proposal 2007-01, "Direct Internet Resource Assignments to End Users from the RIPE NCC".

Contractual Requirements for Provider Independent Resource Holders in the RIPE NCC Service Region describes the contractual requirements for End Users of independent resources, which have been assigned either directly by the RIPE NCC or through a Local Internet Registry (LIR) in the RIPE NCC service region. Independent resources include Autonomous System (AS) numbers, Provider Independent IPv4 and IPv6 address assignments, anycasting assignments, IXP IPv6 address assignments and all future independent resource assignments to End Users. The policies described in this document apply both to new independent number resources assigned by the RIPE NCC and also to all independent number resources previously assigned by the RIPE NCC or by a RIPE NCC LIR.

The RIPE NCC implemented this policy in March 2009 for all new independent resource assignment requests.

Implementation of this policy for existing assignments starts on 27 May 2009.

All LIRs will receive an email from the RIPE NCC containing information regarding the implementation of Phase 2 of the accepted policy proposal. In this phase, the RIPE NCC will ask the LIRs who requested independent resource assignments for End Users whether or not they will enter into a contractual relationship with the End Users of those independent resource assignments.

In order to determine which resources should stay with an LIR, all LIR Portal users will be given access to a an interface in which all independent numbering resources, requested by and still registered with their LIR, are listed.

This interface is accessible through the LIR Portal, and will give LIRs the opportunity to indicate which resource holders are still their customers and which are not.

Timelines:

Between 27 May 2009 and 20 September 2009:

The LIRs will have the opportunity to inform the RIPE NCC which independent resources should stay with the LIR and which should be moved. The LIRs can choose from three options (see below). Within this period, the LIR can continue to adjust the output for each independent resource.

Note: Once the LIR has uploaded a copy of the End User Assignment Agreement and the registration papers, the change option will be disabled. After submitting the documents, the LIR will receive a ticket number for that independent resource. If further changes need to be made, the LIR can contact the RIPE NCC at [email protected] using the ticket number in the subject line and the LIR's Registry ID in the body of the email. (Note: This is a low priority wait queue. There may not be an immediate response.)

On 21 September 2009, this part of the portal will be disabled. The final results will be used to calculate the 2010 Charging Scheme.

Between 27 May 2009 and End of Phase 2:

The LIRs will have the opportunity to upload copies of the End User Assignment Agreement they signed with their End Users and the registration papers for those End Users. By the end of Phase 2, the RIPE NCC must have received the documents for all independent resources identified by the LIR as "My End User".

If, by the end of Phase 2, documents are still missing, these resources will be considered as "orphans" and will be addressed in the next implementation phase, during which End Users will be contacted directly.

Options:

  1. My Infrastructure:
    The independent resource is assigned to your organisation and in use for your own infrastructure; the independent resources are directly in use by your organisation. If you select this option, you will not have to upload a contract and registration papers because these resources are assigned to your LIR's own infrastructure and are covered by the Standard Service Agreement you signed with the RIPE NCC. The RIPE NCC will audit all resources listed as "My Infrastructure". These resources will be included in the 2010 Charging Scheme.
  2. My End User:
    Your organisation will enter into a contractual agreement for the independent resource with the End User holding the independent resource. If you select this option, the independent resource will stay registered with your LIR. You will have to upload an End User Assignment Agreement between your LIR and the End User, and the End User's company registration papers. These resources will be included in the 2010 Charging Scheme.
  3. Not My End User:
    Your organisation will not enter into a contractual agreement for the independent resource with the End User holding the independent resource. If you select this option, the independent resources will be marked and excluded from your LIR's 2010 Charging Scheme.

    Note: These resources will not be removed immediately from your LIR Portal account. Initially, they will remain visible there.
