copyright boilerplate in conf file

This concerns the data in the registry. You are free to change it at will.
I suggest that you put in similar language for all it is worth.
Copyrighting a complilation is tricky anyways.....
Check with your legal consel ;-).

The software itself has RARE/TERENA copyright which lets you do what you want 
with it and only asks for proper credit.
