copyright boilerplate in conf file

Just checking.

We are supposed to modify the copyright below rather than leave yours
since the intent is to protect the data registered in the IRR from
being used for advertisement or marketing or something like that.
Right?  Or do we leave Daniel's copyright, or does anyone care as long
as we leave the intent intact?
