Tanks for the references, I will study them with interest - and looking forward to the outcome of the IETF process. It is however worth considering that a meeting within the Schengen area would probably not fulfil the requirements specified in your draft from 2006. No matter how detailed specifications we make, somebody in the end have to make a judgement call on where to go. In some cases the landscape changes after the decision has been made. In such a case we must either live with the new requirements, move or cancel the meeting. In most cases that may be to late or to expensive.
