1. The IP address fee has already been discussed. Unfortunately, most of the proposals were ignored by the leadership of the NCC. As a consequence - the failure of the vote and the reduction of the budget. 2. If the NCC manages the shared space, spending money on monitoring infrastructure and RPKI, then why can't it spend money on creating and promoting protocol compatibility and education (popularizing educational materials on the protocol in different languages)?
