[members-discuss] Non paid sponsor LIR contracts and client escape to another sponsor

Hi Tomasz,

The RIPE NCC does indeed have "force transfer" procedures in place. This is
helpful for example when a previous LIR is non-responsive.

The NCC is not a party to the sponsorship agreement, and the collection of
any debts arising from them is the LIR's responsibility. Many LIRs will
only provide services after payment is received.
