[members-discuss] Non paid sponsor LIR contracts and client escape to another sponsor

Hi Tomasz,

RIPE-637 sets the obligation for the End User to pay an annual fee to the LIR for the resources. The LIR isn't obliged to do anything with PI resources (i.e. confirm the sponsorship) without a payment. Why don't you collect the payment upfront?
