[members-discuss] Non paid sponsor LIR contracts and client escape to another sponsor

Dear Members,

Case: You receive a request to change the sponsor LIR on independent 
client resources that you maintain by the Sponsor LIR contract.
You check, that your client has not paid for the LIR contract.

You answer to RIPE NCC, that you will agree to the change, but when the 
client will pay off the debt. RIPE NCC replies that:
a) he does not care that the client has not paid for the contract,
b) forcibly performs the transfer without the consent of the current 
sponsor LIR.

As a result, the LIR sponsor is left with a debt, the collection 
possibilities of which are drastically reduced.

For comparison: if you do not pay your annual invoice to RIPE NCC, the 
LIR SSA will be terminated and the resources deregistered. With no 
discussion.

Does RIPE NCC allow non-paying End Users to migrate with impunity 
between Sponsor-LIR's? In this way, the customer can freely never pay 
anyone for the Sponsor-LIR contract.
