I do not believe you can use IPv4 PI for that, it is for the PI Holders OWN
use only, not to be allocated to customers and so on

Hostmasters rejects requests where some of IPv6 address space is for
interconnecting third parties (i.e. interface IPs, colo, LAN with customers,
etc), while for IPv4 PI it is possible and used widely.
