If I read correctly, suppose "designers" would like to insert domaine
name/e164 numbers (under a country code CC). If this CC corresponds to a
country that have initiated an open trial, they don't qualify for such
insertion. That's how I read the sentence, did I get it right?
Let's put it more simply: if I'm a "designer", can I insert any existing
number (geographic, non-g, whatever) under any CC in this domain? And
define the record the way I like.

I believe this is indeed its real added value.
