While I fully agree with your intent (not having meeting in countries with restrict certain people), the editorial way we can have that text needs to be carefully considered. Otherwise, we may be trap in "not having meetings", because there is *always* restrictions for people to be in (almost) every country. For example, I need a visa for meeting un Russia. If for whatever reason I get it denied, should the meeting be cancelled?
