RIPE is the policy making body/communty, those of us who participate in it
do it for free.

RIPE NCC is the paid organisation/RIR that carries out the RIPE policy.

It would help if you could use the same language that those of us who
operate in the RIPE region use, your complaints are about the inactions of
the RIPE NCC, not RIPE which is the policy setting community.

If you want to change the RIPE NCC's actions, you need to change the RIPE
policy. If you want to do that, it is a community activity which we
undertake as volunteeers. We have clearly set out processes that allow new
policy proposals to be developed by any member of the community. If you
need help drafting the proposals it is available, but the impetus for
change comes from the community not the paid resource managers.
