Well, first, I don't think they are in the sense of consciously
choosing to let themselves be bought by spammers.  I don't think there
is bad faith there (well, no more than in any organization of
comparable size, at least; nothing's perfect).

However, I think that is an accurate summary from a strictly
behaviourist point of view.  This, that RIRs operating under the
current paradigm are functionally indistinguishable from hired spam
supporters just as much as (say) paycenter.com.cn or the now-long-dead
AGIS, can reasonably be taken as a remark on just how bad the problem
has gotten - and, perhaps more relevantly to this discussion - how
broken the current paradigm is.
