Responsibility without the means of enforcing it is not generally a good
model either.
At the moment the RIPE NCC does not have the authority to withdraw
resources for (alleged) misuse of them unless the misuse is in
contravention of the policy given to it by RIPE/ASO. If the membership
of RIPE (not the RIPE NCC) wishes to formulate such a policy then the
RIPE NCC would (and should) execute it. RIPE (again, not the RIPE NCC)
has not seen fit to formulate such a policy. There is no reason why it
should not. The Policy Development Process is well documented.
FWIW I would love to see IP resources withdrawn from spammers,
politicians, accordian players and other such dregs of society. All we
need to do is get a policy formulated and accepted.
