The RIPE NCC, in common with all other RIRs has their operating
boundaries set by 3 parameters:
1. The Activity Plan, formulated and agreed in consultation with the
RIPE NCC membership
2. Global addressing policy as formulated by the global community
3. Regional addressing policy as forumulated by the RIPE community
Neither RIPE nor the other 4 RIRs is empowered to do anything outside
these boundaries.
Any or all of these policies can be changed by the appropriate policy
making body, but this is a bottom up process. Policy making is not a
spectator sport.
