possibly that might happen in your jurisdiction - in mine it doesn't.

Likewise your proposal might work in your universe - in other people's it
doesn't.

Meanwhile this is not the right forum for RIPE policy discussions please
take it to the LIR-WG. If you serously want to get this policy change made
you will need to move it through the LIR-WG not the Anti-Spam-WG
