Instead of turning your focus towards LEGACY protocols, that should have been discarded years ago try realizing that IP address space is a virtual commodity, limited only by the tech capabilities and foresight of the designers building it. The fact that someone is taking their time to attemp freeing resources from a legacy protocol just proves how much pointless buirocracy there is in this world. Maybe turn it down a notch?
