As I understand from the original mail, the contact information for the inetnum is incorrect. You simply send an email to the LIR (OVH) complaining about the incorrect contact information. If they ignore your complaint, you send it to the RIR instead. After the LIR or the RIR has corrected the contact information, you can resend your complaint. As always, anyone can ignore your spam complaint if it doesn't violate any national law. Blacklisting the provider of the offending party is just silly.
