Not quite, the world-wide community tells the RIRs what they are going to do with their number resources. There are some people heavily involved with policy development in all the regions, but equally, there are many people involved only with the policy development in their local region, which is why the RIRs often have divergent policies. Sorry, you are confusing the RIPE community with the RIPE NCC again. The charging plan (who pays what) comes out of the RIPE NCC, and the RIPE NCC members vote on that at the General Meeting. In theory this could happen, but one of the strong points of an open policy development process is that anything along those lines should be caught and should not reach consensus. All the best, Rob
