Fyi - There's no special reason why folks in the RIPE region would already know this, so for the benefit of those that don't I just thought that I would mention that what you have just described is prettty much the was "democracy" works nowadays in these United States, i.e. following the recent Supreme Court decision in Citizens United v. Federal Election Commission: http://www.nytimes.com/2010/01/22/us/politics/22scotus.html These days, anybody can "buy" pretty much any political outcome they want, assuming they have enough money to do it.
