To clarify: 

 - the RIPE NCC and the RIPE AGM has voting, and counting of votes
   (this is the legal entity that handles the day to day work, the flow
   of money, serves as point of contact for legal enforcement agencies, 
   etc.)

 - the RIPE *community* (that sets the policy framework for the RIPE NCC) 
   operates on the basis of consensus - there's no voting here, because
   nobody ever figured out how to make voting work for "The Internet
   Community".
