And thats really a point to question these days. RIPE is the only organisation Im a member of, that allows non-members to tell them what to do. Its really strange, that any Internetuser worldwide capable of working an mailclient can contribute to the process of consensus and can be part of the descisions how RIPe handles their resources. And it seems to be an important part, that the leader of any group has to decide if consensus has been reached about a draft, before the draft can reach the next step. Its not very democratic if the whole process can be stopped - either by a bunch of people that are neither RIPE members nor even located in the RIPE region - of by the working group leader (that should defny be his role) I defny vote for that RIPE drafts should only be discussed by RIPE members and that a 50% votes of RIPE members are enough to accept a draft. Think of the following: if I would be AT&T and like to fight against German Telekom as a big competitor in the US market, I would get a thousand US customers, that like to have cheaper rates, and file a draft at RIPE that will cost all RIPE members a lot of money ... Have to check, if our Anti-DDOS-Tools catch them all right.
