Fake paperwork is clearly unacceptable, of course. "Shell" companies get more subtle since there are benign scenarios that produce the same appearance. As for "IP allocation", that does not describe an abuse, nevermind make clear how it is obviously unacceptable without inviting its own abuse. But note that Richard's note contained none of these particulars. For discussions about policy changes by organizations with massive potential power, the calls for change need to be rather precise, IMO.
