It's a total non-sequitir If network A is sending junk to network B then network B will probably block network A regardless of what contact points are available Even if the contact points are available and you report the abuse chances are that a bad operator isn't going to reply anyway, so I don't see what you're actually achieving And I'm not going to start blocking mail from any of the large ISPs / Telcos ..
