I'm getting very confused - If I understand the situation at this point in time this is a policy proposal in the RIR process that is based on a document that is actually in preparation at this point in time? If this is indeed the case then possibly you might wish to consider suspending the policy proposal until such time as the document is completed. regards, Geoff
