Introduction
The Charging Scheme model is based on the principle that members pay an annual contribution (service fee) per Local Internet Registry (LIR) account. Members also pay additional fees for independent and Legacy Internet Resources as defined in this document. New memberships or additional LIR accounts for existing members cost an additional one-time sign-up fee alongside the annual contribution.
The RIPE NCC is a not-for-profit organisation. Nevertheless, a positive or negative financial result can be achieved in a particular year. Each year the membership decides at the GM on how to allocate the surplus or deficit. The surplus or deficit can either accumulate in a special reserve or it can be redistributed to the Members.
RIPE NCC Charging Scheme 2025
For 2025, the RIPE NCC will increase the annual contribution per LIR account by EUR 250, and the separate charge per independent Internet number resource assignment will be increased to EUR 75.
For 2025, the RIPE NCC will introduce an additional fee of EUR 50 per ASN assignment as part of the service fee and as an integral part of the Charging Scheme 2025. Resources falling under the new fee for ASN assignments are: INFRA ASN; Sponsored ASN; and Legacy ASN assignments and Legacy ASN resource registrations through a sponsoring LIR.
The separate charge per independent Internet number resource assignment will be continued with the fee increasing from EUR 50 to EUR 75. Resources falling under this charge are: IPv4 and IPv6 PI assignments; Anycast assignments; IPv4 and IPv6 IXP assignments; and Legacy IPv4 resource registrations through a sponsoring LIR.
These increases are in response to continued economic uncertainty, inflation, and the reduction in the number of LIR accounts.

Billing and Invoicing
The independent Internet number resource and ASN information for members will be determined based on data gathered on 31 December 2024. Invoices will be sent in the first quarter of 2025.
Legacy Internet Resource Holder Fees
The fee for Legacy Internet Resource Holders that engage in a direct agreement with the RIPE NCC is identical to the annual fee per LIR account for this year. There is no sign-up fee for Legacy Internet Resource Holders that conclude a separate direct agreement with the RIPE NCC. There is no sign-up fee for Legacy Internet Resource Holders that become members. However, a sign-up fee becomes applicable in the following cases: the member is registered with any additional Internet number resources (whether from the RIPE NCC or from a transfer or non-legacy Internet number resources); or the member sponsors independent assignments. If any of these criteria apply to a Legacy Internet Resource Holder, subject to RIPE policy, after becoming a member, the sign-up fee will be charged at this later stage, and in a way identical to that in which the membership sign-up fee is charged.
