RIPE NCC Report: Law Enforcement Agency Requests 2017

The RIPE NCC receives information requests from Law Enforcement Agencies (LEAs) and tries to facilitate the provision of any required publicly available information. We do not provide confidential or private information to LEAs without a court order or other legally enforceable order or request under Dutch law.

In 2017, we received six information requests from LEAs. None of these requests were accompanied by a Dutch court order or by non-Dutch subpoenas. There were two more requests than in 2016. In general, LEAs appear to understand our role as a Regional Internet Registry, the information we possess, and what we will and will not share. LEAs also seem to acknowledge our procedures and will try to confirm with us before making an official request.

We received the following requests in 2017:

• For public information
  • One request for information regarding an AS Number. We explained how to use publicly available information in the RIPE Database to find the party responsible for a particular resource. In response to a follow-up request, we also explained the procedure we adhere to when a member provides falsified data or information, or submits fraudulent requests for Internet number resources.
  • One request for information on the process to obtain information about an IP address. We explained how to use publicly available information in the RIPE Database to find the party responsible for a particular resource. Additionally, we explained that non-public information could only be provided with a Dutch court order.
• For information the RIPE NCC does not have
  • Four requests for the identification of Internet users of a particular IP address. We provided information on our role as an RIR and explained how to use publicly available information in the RIPE Database to find the party responsible for a particular resource.
