The SEE 5/RIPE NCC Regional Meeting took place on 19-20 April 2016 at the Tirana International Hotel in Tirana, Albania. A total of 136 attendees from 19 countries participated in the meeting, 88 of whom were from Albania.

Jan Žorž, ISOC, pointed out that slide 17 seemed to show a lot of small chunks of IPv4 addresses coming into Romania that were then aggregated and transferred out of the country.
Ingrid replied that individual transactions are small, such as /20s and /22s entering the country, but are not necessarily aggregated once they arrive.
Jan then asked why this pattern is so prevalent in Romania.
Ingrid replied that this question came up at RIPE 71 and there could be more than one explanation for it. For example, there is high deployment of IPv6 in Romania. Another possible reason is that ISPs are changing their networks by using fewer IP addresses than they were before, by for example using carrier grade NAT to help this process.
Dmitry Kohmanyuk, Hostmaster LLC, stated he believes the RIPE NCC's Assisted Registry Check is a good practice. He recommended this process to members, even if they think their registry is in order.
Matthijs Mekking, referring to slide nine concerning the IPv6 increase in Albania, said he was curious about what happened between 2012 and 2015.
Ingrid responded that people from Albania are likely to know best. She invited local attendees to shed some light on the phenomenon.
Arnold Nipper, DE-CIX, mentioned that all countries have a steep increase in IPv6 deployment from mid-2015 to the present day, but that trend isn't visible in the RIPE NCC service region.
