The proposal is to have a policy governing the allocation of IPv6 address space from the IANA to the Regional Internet Registries (RIRs). This document does not stipulate performance requirements in the provision of services by IANA to an RIR in accordance with the policy. Such requirements should be specified by appropriate agreements between the NRO and ICANN.
a. Arguments supporting the proposal:

There is no current policy for allocating IPv6 address space from the IANA to RIRs. This proposal would define such a policy.

The IANA currently allocates /23s to RIRs. Experience has demonstrated that the current fixed allocation size is too small and does not allow for efficient and effective management of the resource by the RIRs.

This proposal is for a global policy, and as such, it is identical to proposals that have been discussed in other regions.
