Motivation for nomination:
Hervé has been an active, valuable, and conscientious, member of the ASO AC for the terms he has served to date. As the head of Naming, Addressing, and Numbering at Orange, Hervé has an excellent grasp of IP policy, and a solid understanding of the ICANN context in which the ASO AC operates. He contributes constructively within the ASO AC, and represents the RIPE community impeccably. I warmly recommend Hervé for another term at the ASO AC.

Biographical information:
Hervé Clément is a French citizen, based in Paris. After statistical studies, he has worked within the Research & Development Division of Orange, formerly France Telecom, during ten years as network dimensioning and QoS Project Manager before joining the Numbering, Addressing and Naming Department in 2010.

Hervé is now Head of this Department and has the functional responsibility of the “ex so-called extra large” fr.telecom LIR. He has consequently the operational experience of the management of IP resources and AS numbers at large scale. Furthermore, Hervé coordinates at Orange Group level the technical policies strategy on Addressing issues expressed in international structures or bodies (RIPE, RIPE NCC and AfriNIC) and supports the LIRs within the Group (Europe, Middle East and Africa) regarding inter alia their relationship with their respective RIR.

As such, Hervé has attended all the RIPE Meetings and RIPE NCC General Meetings since 2010. He is an active member of the RIPE community: Hervé first contributed with its Orange author to the completion of the 2010-02 policy proposal (the accepted “last /8 policy”) and is the co-author of the 2017-02 policy proposal "Regular abuse-c Validation" which was accepted in June’18. He is particularly involved in the Address Policy Working Group discussions.

Hervé participates regularly in AFRINIC meetings by representing African Orange affiliates and taking part actively and physically to the current policy proposals discussions. He tries to push positions favorable to the entire Internet Community.

Another mission of the Orange NAN Department is the contribution to the strategy with regard to Internet Naming. He closely follows the current technical ICANN issues (as DNS security) via for example the ICANN Internet Service Providers and Connectivity Providers (ISPCP) Constituency of which he is a member.

It should also be mentioned that Hervé is vice-chair of the European Telecommunications Network Operators' Association (ETNO) Naming, Addressing and Numbering Issues (NANI) Working Group. In close relationship with the chair of the WG, he shares European information regarding Naming and Addressing current topics and drives relevant discussions within that Group.

Hervé was selected end 2017 to be the RIPE NCC Executive Board representative on the NRO Number Council. Since then he has attended all dedicated monthly meetings, trying to represent at best the RIPE community and collaborating constructively with the councilors to improve and participate in the ICANN Board election process or prepare the ASO-ICANN Board meetings. Hervé has regularly reported his ASO AC activities to the RIPE NCC Executive Board.  

With this strong experience in both Naming and Addressing fields and as ASO AC member, Hervé hopes to represent at best the RIPE NCC and the RIPE community on the NRO Number Council for another term.

Experience with ICANN processes, desire to further IPv6 deployment.

Biographical information:
Currently serving as co-chair of RIPE Cooperation Working Group.

Board member and chair elect for SIY – the Finnish ISOC national chapter. Served on the ICANN GNSO Council as Nominating Committee appointee to the Non-Contracted Parties House 2015-2017, as ICANN GNSO liaison to the GAC 2017-2020 and chair of GNSO Standing Selection Committee 2018-2020.

Currently Chairman of the Board of IoT service provider BaseN.

Previously Chairman of the Board of IoT network device and solution provider Viola Systems Oy, (acquired by ABB Group in 2015) 2004-2015, Chief Technology Officer of telecoms and network provider KPNQwest 1998-2001, and CEO of the first commercial Internet Service Provider in Finland, EUnet, 1992-1996 that managed the .FI ccTLD and coordinated IP address allocation. Co-founder of Finnish Internet Exchange (FICIX).
