RIPE NCC Hosts Workshop for Russian Law Enforcement
The event followed the format of similar LEA capacity-building efforts in other parts of our service region. These events provide an opportunity for LEAs to better understand the RIR system and the respective roles of RIPE and the RIPE NCC. The day also featured discussions on the RIPE Database and the RIPE Policy Development Process (PDP).
The concerns of LEAs are primarily around issues of attribution (knowing who is using an IP address at a given point in time). The information available in the RIPE Database is an important public resource in this respect; educating stakeholders in its proper use can ensure that the RIPE NCC is not subjected to unnecessary legal proceedings.
IPv6 deployment and the Internet of Things (IoT) were also topics of interest for LEAs, who are interested in how these emerging technologies will impact their work. The formation of the Internet of Things Working Group was noted, and the RIPE NCC also provided basic information on IPv6 deployment and some of the implications around this.
The RIPE NCC also went over current policy proposals in the PDP, including the proposal initiated by the LEA community, 2017-02, "Regular abuse-c Validation". LEAs were encouraged to participate, and the very distinct roles of the RIPE community and the RIPE NCC in the development of policies were stressed.
Last year the RIPE NCC signed a Memorandum of Understanding (MoU) with the Ministry of Telecom and Mass Communications of the Russian Federation, an agreement which helped to make this initiative possible.
The RIPE NCC will be hosting similar capacity-building events with LEAs in Armenia and the UAE in the coming weeks.
