New chair for the TT-WG

Dear All,

I'm pleased to announced that Alex Tudor (Agilent) has stepped forward as
a candidate for the chair of this WG.

If anybody else was planning to volunteer, please speak up _NOW_ (on or
off list) and we'll organize an election or so.

If not, let's welcome Alex with a round of virtual applause, and I'll
start handing things over.
