RPS BOF

Couple of notes:

1) RPS BOF is on Thursday morning 0900-1130.
   At the moment is slotted for mbone coverage.
2) rps mailing list is created and I will add everyone on rr-impl and
   ra-team to this list. If you do not want to be included let me
   know.
