Exactly. From the source: attribute the server can determine wheter
it is the master server for the registry concerned. If it is, it processes
the request; if not it forwards it to the right master server.

Why this?  I am curious!

I strongly suggest we should do 1 as it does what the user 
intended.  It also saves a lot of support calls. We can optionally
notify the user of the forwarding action.
