Slight change of location of merit database

No;  I wouldn't recommend picking up radb.db yet.  We have to work out
the details of transitioning before that will start to be useful, and
there are a few knotty issues we haven't worked through yet.  More in
a small number of weeks...

(I just thought I'd better let this list know that the meritrr had been
replaced by radb.db, in case anyone *was* looking at it.)
