This is only half the problem. When collecting these dbs for evaluating policy expression, there is the possibility that different policies are registered in different dbs. There is the current method of first-in, which is fraught with difficulty. We need a way to allow those that register to express preference. Eric Carroll and I worked up a method at NANOG to allow the signing of database objects. This places a larger workload on the db manager(s) who parse more than one db to search for duplicates and then prefer signed ones.
