That bit does not answer my question:-(
You think it does.
What you think of the (pref=some) is different than what Daniel
Karrenberg thinks.

To me these are the signs of ambiguity.

I actually have code waiting for this ambiguity to be resolved. If it
is not resolved by this document I will have to implement something
which will be obsoleted with an extension document. Or I will have to
enforce more constraints on interas policies in RA registry.
