REC in conf file

Maybe it should but it doesn't. It could be added it, but since the
previous packages with which we did the database did not enforce this
either, we left it out.

Correct, as a result of the choice above. If you wish I can have a
look to see if it can be enforced easily (I think it's not that bad to
add)
