REC in conf file

Hi guys.  I have a question about the REC modifier specified for attributes in
the conf file.  The comment in the conf file implies that when that for 
attributes of type REC, the object they reference will be looked up
before the new object is added.

For example, if I'm trying to add net 35 I mail in the following object.

inetnum:   140.222.0.0
netname:   NSFNET-T3-BB
descr:     Merit Computer Network, Ann Arbor
country:   US
admin-c:   Andy Adams
tech-c:    Rick Riolo
connect:   NSF
changed:   ala at merit.edu 940301
source:    MERITRR

The conf file has the tech-c and admin-c attributes tagged as REC so should
"Andy Adams" and "Rick Riolo" be looked up before this object is added?... 
and if the names are not found will the add fail?  

The behavior I'm seeing now is that I can add nets (and ASs) with contacts
that do not yet exist in the db.
