Death of the "Global Routing Registry"

Yep, IRR was selected on the flip of a coin, but my understanding of what the
subcomponents are called was "routing registries."  This was in part because
of the confusion that might happen with purely local registries which will be
maintained for local, internal configurations.  The analogy was the "Internet
is a network of networks" and the IRR is a routing registry of routing registries.
