Death of the "Global Routing Registry"

As the result of an intense dicussion last night including decision-support
hardware, the term "Global Routing Registry" will be retired, to be replaced
by "Internet Routing Registry".  Litle pieces of this big thing (like RIPE.db,
RA.db, MCI.db, etc) will be called "Local Routing Registries".
