[atlas] Support RIPE Atlas with RIPE NCC Board

As an Anchor host, I find Atlas useful to help us ensure that the 
interconnections between our network and "The Internet" are working
properly, and are monitored properly.   "Local" measurements are just
not as good as having a swarm of probes (and Anchors) widely distributed
across the 'net.

This is why we're sponsoring our Anchor, and are happy to pay our share 
of the Atlas costs.
