It's a tricky question: the answer is quite quantum: neither AND both! - Since it's not a competition, the jury doesn't matter - BUT, since people like to receive feedback & tips & praises, the jury, IMHO, should be BOTH local, AND there can be some-kind of "consensus" about "the most promising project" among all 6-nodes jurors.. This was answered on email "notes from 10th September": "local jurors are "judging" local teams; there *might* be a decision of "all jurors" about "one winning project/team" -- but!! 1. it's not a competition!! 2. from 5x5 projects, there will be MORE THEN ONE *great* project!!"
