	Although I've let the closing date of the Discussion Phase slip by,
	I hope it's not too late to say that this seems a no-brainer to me too, 
	that I agree with Randy's remark about the NCC's "primary job", and 
	that I hope the proposer will decide to advance this proposal to the 
	Review Phase.
