[ncc-services-wg] Independent Resource procedure and implementation

Hi Max,
of course I understand this. But this is not case of small (and recent)
LIRs. I have no problem with filling of missing informations, but this
my discussion is about informations already contained in RIPE database.

One of attributes is last update information. RIPE NCC staff can work
with this - but probably they ignore this information.
