This is covered in the Articles of Association. https://www.ripe.net/publications/docs/ripe-818/#article-9-executive-board-appointment-suspension-and-dismissal You need to get the votes to call an EGM with the resolutions of dismissing the members of the board, and then achieve a two-thirds majority for those resolutions.
