I personally, last year I was an absolute supporter of the transition to payment based on the number of allocated IP addresses. WITHOUT categories. But! This year, the economic situation in EU has changed dramatically. Therefore, I consider: the transition to payment in terms of resources is not relevant and even dangerous right now. The risk of problems for large payers in the RIPE can completely destabilize its work. Perhaps we should postpone this issue for a few years.
