RIPE is late to the party with migrating to the cloud. Many companies have already learned from this and conduct a hybrid approach. I sure hope RIPE doesn't migrate to the cloud and come complaining because they left auto-scale enabled on AWS and got hit with a huge bill.... I agree, RIPE needs to slim down, it has added 26 employees over the last few years and yet their workload has decreased drastically due to the lack of ipv4 resources.
