This sounds more like a question for the address policy working group.

And yes, of course this is evaluated on a case-by-case basis, as 
https://www.ripe.net/publications/docs/ripe-587 is deliberately not
including a positive list, because that would limit its use for new
things that haven't been tried before.


So, out of curiosity, what purpose were you requesting address for that
got denied?  "Assignment to customers", for example, is something the
NCC would be correctly refusing.
