This sounds reasonable. Some of us aren't profit diggers, but rather motivated by the idea of working on a non-profit basis for the common good. Our cooperative is e.g. constructing fiber networks in scarcely populated rural areas where a market-oriented approach isn't feasible. Easying the procedures of getting IP addresses could by a positive kick for such actors.

I would like to amplify Dave's good proposal, by suggesting that unused addresses should be handed back to RIPE, so that they can be added to a pool of addresses reserved for LIRs who needs them for non-profit promotion of IP networks.

I still think offering IP's for sale / transfer is the wrong process.

If the LIR does not need the IPs so is then willing to sell them, instead they should hand back to RIPE.

It's all about greed and money.
